Right at the beginning would be best, I think.

No, once you ForcePal it works just the same as on a PAL system.
The vblank rate becomes 50 - in other words, if it works on a PAL machine,
it will work the same on an NTSC machine forced into PAL mode...
The only catch is if the user's monitor can handle PAL modes - I don't think
it will work if the user has a TV instead of a real monitor...
